President Arif Alvi had also refused to sign the National Accountability Bureau (NAB) Amendment Ordinance Bill. A statement issued by the Presidency regarding the non-signing of the NAB Ordinance said that, unfortunately, there were flaws in the NAB rules. This law has been used for political purposes.
But according to Article 75, the President can only return a bill passed by Parliament once, after which if these laws are passed in a joint sitting of Parliament, the President has to sign them within 10 days. Even if the President does not sign the NAB Amendment Ordinance, it will become law as the joint session of Parliament has passed it on Thursday, June 9. According to the constitution, these bills will come into force within 10 days. However, President Arif Alawi has expressed reservations about not signing the bills.
Imran khan response on NAB Ordinance Bill
Pakistan Tehreek-e-Insaf (PTI) chairman and former prime minister Imran Khan has announced to challenge the amendment of the National Accountability Bureau (NAB) ordinance passed in a joint session of Parliament. In an online press conference on Tuesday, Imran Khan said that the PTI would challenge the amendments made by the government in the NAB rules in the Supreme Court this week.
Referring to the approval of amendments in the NAB Act by the Parliament, he said that it was a mockery of the country and an insult to it. He hoped that the courts would take notice of this matter. He stressed that the courts of Pakistan are independent. Referring to the amendments, he said that no law was made for any particular person in Pakistan, and this was happening for the first time. The new amendments will save everyone, including Asif Zardari, Nawaz Sharif and Maryam Nawaz.
Referring to the legislation, Imran Khan said that section 14 had been amended so that if any money has been received in a fake account, then the money present in the account will be investigated only. There will be no question about the amount transferred earlier. That is, if one hundred rupees are left in the account, and the rest has been sent out of the country, then only one hundred rupees will be discussed. And the NAB has to prove that the money was not legitimate.
He added that in most countries of the world, a law requires public representatives to disclose how they build their assets. Now a law has been enacted in Pakistan about assets over income. The institutions have to be told how the surplus assets were created from illicit sources, while it is up to the asset holder to explain how those assets were created. According to the new NAB Ordinance, the money laundering case has now been taken up with the NAB and handed over to the FIA while the FIA is under the Interior Ministry, and the interior minister is Rana Sanaullah. Referring to anonymous assets, he said that no one could now question such assets. The NAB Amendment Bill was passed in a joint sitting of both the Houses of Parliament earlier this month.
Referring to the amendments in the NAB rules, Imran Khan said it was a greater injustice to the country than the bombing. These laws will digest Pakistan’s 1100 billion rupees. This money was to come to Pakistan. Criticizing the coalition government, he said the government minister had acknowledged that they had not come to reduce inflation but to take such steps. He was not given NRO by the PTI government and was constantly blackmailed in this regard. Regarding the overthrow of his government and the formation of the present government, Imran Khan said that history would not forgive those who imposed this government on the country and those who became part of an internal or external conspiracy.
